Kermanshah Municipality has launched the electronic system of the Article 77 Commission with the aim of expediting case processing, increasing administrative transparency, and improving services for citizens. This system enables electronic registration and review of cases, issuance of digital rulings, electronic notifications, and real-time tracking. According to the Head of the Municipality’s ICT Organization, the use of GIS in this system will enhance both the speed and accuracy of the process.
In a major step toward realizing a smart city and improving the quality of urban services, Kermanshah Municipality unveiled the electronic system for the Article 77 Commission. The system was designed and implemented to increase administrative transparency, accelerate case processing, and reduce the need for citizens’ in-person visits.
Abedin Mahmoudi, Head of the ICT Organization of Kermanshah Municipality, announced the news, stating: “Previously, case handling was carried out manually, which not only slowed down the process but also caused time loss and inconsistencies among different municipal districts and departments.”
He added that the new system, using GIS technology and smart systems, makes it possible to create and review cases based on geographic location. This feature, in addition to enhancing speed and accuracy, ensures full transparency throughout all stages of case review.
According to Mahmoudi, some of the system’s features include:
Automatic generation of pre-notification forms and direct delivery to property owners
System-based referral and review of cases within the revenue department
Smart and random case assignment to prevent discretionary bias
Issuance of electronic rulings and secure documentation storage
Mahmoudi also emphasized that the electronic system of the Article 77 Commission enables the issuance of official notifications to parties through the municipality’s digital infrastructure, as well as real-time case tracking by citizens.
He noted that the implementation of this system will not only save citizens time and costs but also represent an important step toward achieving transparency, administrative justice, and the development of a smart municipality in Kermanshah.
